U.S. President Joseph Biden called for "a summit on democracy." 110 governments were invited to participate, but China and Russia were among those not included. The Chinese and Russian ambassadors published a joint op-ed in response. A few days later, the Chinese Ministry of Foreign Affairs published this report.
