The State Council Information Office published on Thursday a white paper entitled China's Efforts and Achievements in Promoting the Rule of Law. The document, composed of eight chapters and six appendices, describes the Chinese people's protracted and unremitting struggles for democracy, freedom, equality and the building of a country under the rule of law. SECRETARY RICE: No, I've been -- I didn't see it. (Laughter.) No, I've been in meetings.

QUESTION: So you missed the several standing ovations from the crowd.

SECRETARY RICE: Well, that's good. They're a fine orchestra. I'm not surprised that they got standing ovations.
