Since graduating from USC with both an MPA and an MBA, Governor Chou has had significant achievements in Taiwan’s political arena.  Under his leadership, Taipei County (population 3.8 million) has made major strides towards being named “New Taipei City.”  He has served the public sector in a number of leadership roles, not only as governor, but also as a legislator, magistrate, and caucus leader.

Governor Chou has spearheaded the urban renewal of Taipei County, bringing significant improvements to its infrastructure as well as preserving natural habitats and open spaces, and engendering greater citizen participation in greening initiatives and in creating dynamic communities with unique neighborhood characteristics.  His work has focused on urban development and remediation with an emphasis on environmental and ecological conservation.  Some of his most significant projects have involved the conservation & creation of wetlands, the construction of mass transit systems, an upgrade of Taipei airport, and promotion of tourism with an emphasis on appreciation of local cultures.
