PRC State Council White Paper, “China's Social Security and Its Policy,” September 2004
China in 2004 published its first-ever white paper on social security, entitled China's Social Security and Its Policy, which details the system's present conditions and relevant government policies. According to Xinhua News (9/8/04), the paper represents nearly two decades of labor reform in the People's Republic of China. The complete text of the white paper follows:
