Over the past several years, the United States and China have worked together to build constructive channels of collaboration while managing tensions and disputes. Both nations have recognized the imperative to display shared leadership in addressing common challenges, from joint efforts to tackle climate change to counterpiracy measures in the Gulf of Aden. Furthermore, as China is transforming from a regional power into a global one, it faces similar security concerns as the United States: violent extremism, oil and energy issues, and trade security.

Recognizing these shared challenges, the Center for American Progress; the China-United States Exchange Foundation, or CUSEF; and the Shanghai Institutes for International Studies, or SIIS, partnered to launch a track II dialogue in early 2014 to examine the respective interests of the United States and China in the Middle East and identify areas of potential cooperation and common interest.

The scholars explored topics such as joint steps toward sustainable security in Egypt; the need for cooperation on a multifaceted strategy to counter violent extremism; the opportunities for connectivity through the U.S. New Silk Road and Chinese Belt and Road initiatives; and the need to ensure the secure flow of energy resources from the Middle East to the rest of the world.
