Background:  Representative McGovern (D-MA) and Senator Marco Rubio (R-FL) serve as Chair and Cochair respectively of the bipartisan and bicameral Congressional-Executive Commission on China. The Chairs introduced the Reciprocal Access to Tibet Act (RATA), which passed the Congress and was signed into law in 2018. The bill requires the Department of State to report to Congress annually regarding the level of access Chinese authorities granted U.S. diplomats, journalists, and tourists to Tibetan areas in China and to deny entry visas to any Chinese officials involved in denying Americans access to Tibetan areas. The State Department issued the first RATA report on March 25, 2019.
