This intelligence report leads off with a discussion of recent arrests and executions, noting that, "More than 1,500 have been arrested … including at least six of the 21 'Most Wanted' student leaders." The document also anticipates a Communist Party Central Committee plenum that will ratify the removal of party secretary Zhao Ziyang, and name a new leader.
