Join us Tuesday evening, February 21, from 5:30-6:30pm at the Center for Strategic and International Studies for a lecture and discussion (in Chinese, of course!) on the legal status of China’s South China Sea maritime reclamation activities.
It seems clear that tensions in the South China Sea are not going to diminish any time soon. This makes it a good time to look at China’s SCS island-building activities from a new angle: that of Taiwan. Chia-Huan Chang is a visiting fellow at CSIS, and an expert on the international law of the sea. In Taiwan he serves as an instructor at National Defense University. Chang will share his views as both a legal scholar and naval expert.

About Chia-huan Chang
Chang is a visiting fellow of the Freeman Chair in China Studies at CSIS. His research interests include the issues related to the international law of the sea, maritime policies and the South China Sea disputes. Prior to joining CSIS in September 2016, he served as instructor in Naval Command and Staff College, NDU, Taiwan.
Chiahuan Chang received his LL.M. in the Law of the Sea at National Taiwan Ocean University, B.S. from R.O.C. Naval Academy and he also graduated from U.S. Naval Staff College, NWC in 2011.
