Both China and India are striving to improve the quality of skills to be found in ITC workers. Superficially, both are using a similar process to bring training from Europe and the US but each is beset by its own set of problems. India has launched its effort as part of the National Skills Development Initiative and is struggling with the vast scope of this initiative and multiple purposes. China, working more closely with the existing educational structure, is finding problems adopting non-chinese materials so that they support the goals of the government and the Chinese Communist Party. The presentor has been involved in both projects as the President of the IEEE Computer Society.
