China's engagement in Latin America is not necessarily bad news--except when it comes at the expense of American interests and security in the region. The economic giant's voracious appetite for raw materials and markets makes it a natural partner for commodity-rich nations in the Americas. Not long ago, when Beijing ventured into the Western Hemisphere, it took great care not to be identified with anti-American populists in Venezuela and elsewhere. Today, however, Washington's apparent indifference to China's activities has created a vacuum that the regime has rushed to fill. It is no longer conciliatory to American concerns.
