Secretary of State Antony Blinken announced the release of the report. The U.S. State Department is required by U.S. laws to prepare reports on all United Nations members and to submit the reports each year to Congress. For many years, China's government has prepared an annual report on human rights in the United States.

Matthew Olsen, Countering Nation-State Threats, February 23, 2022

The head of the U.S. Department of Justice's National Security Division, Matthew Olsen, spoke on February 23, 2022. While emphasizing the size and persistence of the threat of the Chinese government, Olsen also announced the Department was ending its China Initiative. Then Attorney General Jeff Sessions announced the initiative on November 1, 2018. Olsen spoke at George Mason University.

PRC Foreign Ministry, The State of Democracy in the United States, Dec. 5, 2021

U.S. President Joseph Biden called for "a summit on democracy." 110 governments were invited to participate, but China and Russia were among those not included. The Chinese and Russian ambassadors published a joint op-ed in response. A few days later, the Chinese Ministry of Foreign Affairs published this report. In some respects it follows the ministry's reports on human rights in the United States (also available at the USCI website).

Update - U.S. Dept. of Justice on Its China Initiative

Several months into the Biden administration, the U.S. Department of Justice issued this update on its China Initiative. Matthew Olsen has replaced John Demers as Assistant Attorney General for National Security. Many remain critical of the initiative's design and implementation, though not of its intent to protect U.S. intellectual property and national security.
