Robert Harris is Assistant Legal Adviser for East Asian and Pacific Affairs. In this position he provides legal advice to policy makers on legal issues related to U.S. foreign policy in the Asia and Pacific region. These include U.S. and international response to North Korea’s unlawful nuclear weapon and ballistic missile programs, maintenance of U.S. military alliances with South Korea, Japan, the Philippines, and Australia, matters related to China, including increasingly tense territorial and maritime disputes between China and other Asian countries in the South China Sea and East China Sea. 
 
Professor Matthew Waxman, Liviu Librescu Professor of Law, and Faculty Chair, Roger Hertog Program on Law and National Security, will moderate the discussion.
