Kamala Harris, “Remarks on the Indo-Pacific Region,” August 24, 2021

Vice President Harris spoke in Singapore as part of what the BBC labelled a U.S. diplomatic charm offensive. Her remarks generated a response from Wang Wenbin, one of China’s Ministry of Foreign Affairs spokespersons. He said, "This is the order that the U.S. wants. The U.S. always tries to make use of the rules and order to justify its own selfish, bullying and hegemonic behavior, but who still believe it now?" Harris’s trip also includes Vietnam.

This U.S. Army publication (ATP 7-100.3) examines Chinese military tactics. It is part of a publication series addressing the military doctrines of various states. It focuses on army ground forces and tactical operations in offense, defense and related missions. The preface explains, “The tactics in this ATP are descriptive, and provide an orientation to tactics gathered from Chinese doctrine, translated literature, and observations from recent historical events.”

Daniel Kritenbrink opened his testimony before the U.S. Senate Committee on Foreign Relations in June 2021 with these remarks. He was confirmed as Assistant Secretary in September. He joined the U.S. Foreign Service in 1994. Among his roles Kritenbrink was deputy chief of mission at the U.S. embassy in Beijing (2013-2015) and senior director for Asian affairs at the National Security Council (2015-2017) before serving as ambassador to Vietnam (2017-2021). 72 senators voted to confirm him in this position. 28, all Republicans, opposed his nomination or did not vote.
